Workflow execution delays in multiple regions

We experienced an issue with 'Survey Response Event' triggered workflows being delayed in Singaporean, Japanese, European, and Asia Pacific regions. Impact was between 9 and 11 AM MT on Sept 16. The issue has been resolved.
